If you steal a car providing 0 chances of recovery and are on the poor peasant side of this line, you're found, arrested, given no bail, and whisked away to prison. Unfortunately, you do not have the blue line special that allows years for you to destroy evidence like phone logs. If you have multiple stolen cars on your property, the blue line gives you years to remove anything incriminating.
Watch with amusement at the harassment of a senior as they just flat out refuse to respond. Next time in court, tell the judge to go fuck himself; see me next year and see how that works out. Yet this is the blue line special when a cop steals your car. They know you can't afford an attorney, although when a cop steals your car, you're not supposed to need a lawyer; that’s what the PASP is for.
The food chain is as follows: PASP uses their impeccable investigative skills to do the initial triage, then they bump it up to the Schuylkill County DA. The Schuylkill County DA then requests help from the PA Attorney General. If the AG finds government corruption, by default it is handed off to the FBI.
Or, if on the poor citizen's side, they just refuse to engage, believing in whatever helps them sleep at night. It's been 800 days; what side of the thin blue line do you think I reside on?
