This document was sent from Northern Keystone Towing along with a heartfelt message designed to comfort a 70-year-old cripple. What's even more amazing is this was the first reply from this den of inequity after a year of contact.

I did file a RTKL request from PENNDOT asking for a copy of the application; they never responded.
