Fine line between omission and a lie

While seeking help in getting my Mini returned, I was given two choices by McAdoo Borough Solicitor Baranko: hire a $300/hr lawyer or throw myself on the mercy of a once-a-month Council meeting. Was this an inconvenient truth as portrayed by Baranko or an attempt to control the narrative versus the later.
I argued that going before Mayor Vilcheck to report Mayor Vilcheck's corruption was a violation of my civil rights, denying me the truthful alternatives. The correct answer is listed above; this was an obvious attempt for McAdoo Borough to control the narrative to protect the guilty. I find it unbelievable that a 40-year career attorney did not know this, and it cost me months of lost time floundering for an answer.
I'm not saying that once-a-month McAdoo Council meetings are worthless, but there is an obvious difference between police corruption and your neighbor's fence being on my property complaint. There are going to be times when a complaint can't wait a month, and hiding behind this curtain as an excuse is a violation of our civil rights.
I believe that I was flat-out lied to by Baranko as an attempt to control the narrative and protect the inner circle of McAdoo government. The taxpayers of McAdoo have viable alternatives.
